Clovis General Plan Looks at
Old Town and Beyond

Keeping Central Clovis, Old Town as
‘authentic heart’ of the city
The Clovis General Plan
update, underway since 2009, takes a look at the city
from top to bottom, and refreshes the development
policies that will guide the city’s growth for the next
20 years.
The planning team reviews
each part of the city and seeks ways to put the city’s
vision and community values to work for citizens and
businesses in Clovis.
One section of town is very
familiar to most Clovis residents: Old Town. But most
citizens and business owners aren’t aware that Old Town
is but one part of the larger Central Clovis Specific
Plan, which was adopted in 1983 to revitalize this
important area. True to the city’s heritage of local
participation, a citizens Downtown Steering Committee
developed 25 long-range goals to guide Old Town’s growth
and development. The specific plan covers the original
Clovis town site, an area roughly 640 acres in size.
Old Town is helped along by
two powerful policy documents. The first is the Central
Clovis Specific Plan, which is in place to guide growth;
the second is the Clovis Community Development Agency’s
Project Area 1, which was established in 1982.
Redevelopment projects are fueled by “tax increment,”
which is a funding source linked to property tax revenue
that provides a way of funding public improvements in
the area.
These improvements are
necessary to revitalize the Central Business District by
acquiring land when reasonable, providing financial
assistance when possible and assisting the private
sector in the development process.
The Clovis Community
Development Agency’s objectives are to provide needed
public improvements; reduce the disuse and underuse of
lands caused by irregular and unusual parcel patterns;
provide for the rehabilitation of deteriorated
commercial, industrial and residential structures;
correct adverse impacts caused by shifting uses;
eliminate traffic and circulation deficiencies; and
generally provide for economic development in the
project area.
In the almost three decades
since the Specific Plan and Project Area 1 were
approved, tremendous positive change has occurred in the
specific plan area. Of particular interest is the effect
the planning process has had on the city’s original
Central Business District, now affectionately known as
“Old Town.” Public improvements have facilitated private
investment, and civic pride has been boosted by regular
festivities in and around Old Town.
The City Council now
intends to build on that success. The General Plan
update is considering the following General Plan Goal
for the Central Clovis Specific Plan:
“The authentic heart of
Clovis and its complementary surrounding uses are
maintained, preserved and enhanced.”
